The right time to call 911 is if you think you or someone else is injured or in danger and needs immediate help. For instance, if you got into a car accident and someone is hurt, call 911 right away. On the other hand, if your car breaks down in the middle of the road, call for a towing service. On a call with a 911 operator, it is common practice for them to ask you what, when, and where questions to assess the situation such as:
